´óÏó´«Ã½ Trust publishes work plan for 2014/15
- In-depth reviews of talent pay and risk management.
- Full review of ´óÏó´«Ã½ commissioning and production as part of biennial WOCC review.
- Service reviews of music and speech radio.
The Trust publishes today its work plan for 2014/15. This sets out key planned activity in the year ahead to inform its strategy for the ´óÏó´«Ã½, and scrutinise and assess its performance.
Value for Money Studies
Talent Pay - Since a previous Trust review in 2008-09, the ´óÏó´«Ã½ has successfully reduced its talent paybill by 13%. The Trust will now commission further work which will examine the ´óÏó´«Ã½'s processes to control costs in recruiting and developing talent, and benchmark against the wider market. We expect to publish the terms of reference shortly and the review will begin later this spring.
Risk Management - The Trust will also test the arrangements in place within ´óÏó´«Ã½ management to identify, report and mitigate any significant risks and the value for money they provide. An external review will be commissioned later on this year with publication expected in 2015.
Review of ´óÏó´«Ã½ commissioning and production for TV and radio
For the first time, the Trust will conduct a full review of the ´óÏó´«Ã½'s position in the TV and radio production market, as part of its biennial review of the 'window of creative competition' (WOCC) for network television commissioning.
The Trust has invited the Executive to put forward its own ideas for the review to consider. The Trust will also commission independent, external advice and conduct a full industry consultation, including testing the Executive's ideas.
Terms of reference will be published in the summer.
Editorial standards work and other activity
The Trust will continue its rolling programme of service reviews in 2014/15. The conclusions of the news and TV reviews will be published and two new reviews of music radio and speech radio will be launched.
There will be two seminars on editorial standards, including one on the ´óÏó´«Ã½'s Arts coverage in summer 2014. The Trust will also conduct a major review of the ´óÏó´«Ã½'s editorial guidelines, including a public consultation; and set party election broadcast criteria and election guidelines for the elections in May 2015.
The Trust has already announced that it expects to conduct a public value test, including a market impact assessment, when the ´óÏó´«Ã½ Executive formally puts proposals for ´óÏó´«Ã½ Three, ´óÏó´«Ã½ One+1 and iPlayer to the Trust.
The NAO will conduct two value for money examinations in 2014 – , and Delivering Quality First.
