Questions that ask you to what extent
When answering a to what extent question, you should give a short description of the strategy or project being evaluated, before giving a conclusion. The conclusion should be backed-up by evidence.
You should assess each strategy separately. You do not need to offer an overall opinion based on the variety of strategies.
This type of question will test your higher order skills, as you have to give conclusions and back them up with evidence.

Sample Answer: The lower birth rate will save the Government money on building maternity hospitals and training midwifes, so this is a benefit of the population structure of Scotland. (1 mark) However, fewer teachers will be needed to work in schools, so redundancies could occur, creating a problem, as people need to retrain. (1 mark)
Scotland has a high life expectancy, and with a projected increase in people over 65, this is a benefit as the older population can help to support the workforce. (1 mark)
The projected very low death rate/high number of elderly in Scotland is problematic as the Government will have to pay out a lot of money on pensions and free bus passes. (1 mark)
There could be shortages of workers in certain jobs, as there are fewer people in the 25-44 and 45-64 age categories so this is problematic as the Government may have to recruit more foreign workers. (1 mark)
Due to an increasing elderly dependent population, there will be an increase in pressure on health services such as geriatric wards in hospitals; this is problematic, as resources will be diverted from other areas of the health service. (1 mark)
