My cat, Austin, is very partial to robins & blackbirds and despite the fact that they're protected in law I've never been prosecuted! Now, even Austy, large moggy that he is, is a big fearty when it come to gulls of the "sea" variety. I would suggest you obtain a Bobcat or Lynx (not the stuff for blokes oxters tho) and these should be big enough to sort it.
