Second home voters escape scrutiny

It looks as if Friday's meeting of the Electoral Review Panel generated more heat than light when it came to the discussion about second home voters. Cornwall councillors and have already blogged about this.

As I understand it the Panel is making the following recommendations: that the idea of cross-referencing the council tax discount register with the electoral roll will be considered (but don't hold your breath - senior officials have already dismissed it as too time-consuming and too expensive;) the council will write to deputy Prime Minister Nick Clegg seeking a clarification of the law; and that the council's annual canvass will include a note to all potential electors in Cornwall reminding them that they should not vote if they're not entitled to (yes, really.)

Not much of a revolution. If Nick Clegg now fails to deal with second home voting in his forthcoming Parliamentary Reform Bill, could it be the end of the issue for the Liberal Democrats? Clegg had an opportunity to say something about second homes today when he made his statement about individual voter registration - but if he has any thoughts on the subject, he kept them to himself.

    That's a bit of a defeatist headline you've got there isn't it, Mr Smith?
    And an erroneous one at that. Those outcomes are not as insipid as you appear to be suggesting. They are merely the edge of the wedge. You along with others are going to make sure the multiple house owner multiple voter 'The more houses you have - the more votes you get' scandal goes the same way as the public tax funded MP multiple house acquisition and MP multiple perks scandals and that Second/Third/Fourth/Fifth etc multiple house owners DON'T escape scrutiny.

    The major benefit of all this effort will be fundamental changes to Electoral Law that will give each person only one equal vote at all levels of election regardless of how many houses they happen to own and that vote will be cast in their constituency of primary residence. That will be the right and moral outcome and it will be for the benefit of better democracy in both The Duchy Of Cornwall and across the UK. Isn't that right?

    Maybe the headline should have read "Second home voters escape scrutiny by Cornwall Council." As I have blogged before, Liberal Democrat leader and deputy Prime Minister Nick Clegg can sort this out with just a stroke of his pen. His Parliamentary Reform Bill is supposed to include measures dealing with individual voter registration. These certainly have the potential for controversy - and not just because of possible registration at second home addresses. Will Clegg also review the 3.5 million eligible voters who, according to the Electoral Commission, are not on the register?

    Cornwall can be at the cutting edge of Electoral Reform.
    You can assist that endeavour by continuing to demand Kevin Lavery provide the facts.

    Key questions:

    1.How many people voted in The Duchy Of Cornwall & Scilly in the General Election 2010?
    2.How many of those voters were multiple house owners registered at the over 16,000 90% Council Tax liable houses and with their primary 100% and other 90% Council Tax residences elsewhere?
    3.How many of those illegally voted more than once in the General Election 2010 in all the constituencies where they own houses and were registered to vote?
    4.How many of those illegal multiple voters had their illegal vote in The Duchy Of Cornwall & Scilly disqualified by Kevin Lavery, Cornwall Council Chief Executive and Election Returning Officer?
    5.How many of those voters were fined £5,000 for thereby breaking current Electoral Law?
    6.Until those questions are answered we cannot be certain that Kevin Lavery delivered a 'free and fair' General Election 2010 here in The Duchy Of Cornwall & Scilly.

    Kevin Lavery is employed to take orders from Cornwall Council - not the other way round.

    He has been instructed by Cornwall Council Electoral Review Panel to examine the cost of various levels of Electoral Roll scrutiny - both by sample and in total - and report back on the options.

    Kevin Lavery has merely SPECULATED that such procedures may be 'too time consuming and too expensive'. It is for Cornwall Council to decide whether that is the case based on his future report.

    If Cornwall Council are serious about bringing better democracy to The Duchy Of Cornwall & Scilly and looking after the best democratic interests of full time residents they will ensure solid steps are taken to remove and eliminate for good the skewing influence on local and general election results of non-resident multiple house owners whose primary residence/s is/are elsewhere.

    As you know, the Conservative Party, if Cornwall Council Deputy Leader Jim Currie's behaviour at that Electoral Review Panel meeting on July 2nd is anything to go by, feel they stand to lose the most if we have better democracy in The Duchy Of Cornwall. However, as you also know, the Conservative Party is a minority administration. If the majority of Cornwall Council as a whole and across the political spectrum wishes, on behalf of the people of Cornwall, to ensure all votes cast in the General Election 2010 were above board and legal, they will instruct Kevin Lavery to conduct a full and thorough investigation and pass a majority resolution to that effect.

    The 18 voter registration reviews in the last year quoted by Cornwall Council Leader Alec Roberston out of a potential number of multiple house owner voter registrations in excess of 16,000 is statistically not credible. What were the reasons for those 18 investigations? - what prompted them? - what were the outcomes? - why were no others conducted?we should have answers to those questions too.
