The Local community was very pleased with the speed of reseponse rom the Council (including the Fire and Rescue service, Emergency Planning and Waste Service assistance with the clean up operation), plus the production of a very detailed booklet - made available on line within days - to residents and businesses on what to do and how to get help. This is what the award was for - not for a Council 'in crisis' as you have just implied.
