If you drive in and around Greater Manchester, you might be paying upto a fiver for the privilege in the future. The more expensive driving a car becomes (so the argument goes), the more people will leave their car at home, which means fewer noxious fumes polluting the atmosphere, fewer cars on the road, traffic flowing more smoothly, less money wasted as businesspeople don't sit in as many jams etc etc. So with motoring costs rising steeply, at what point do you make the decision to leave your car behind and use an alternative?
