Who are the 'sausage roll brigade'?

The quote of the week comes from website contributor Andrea who jumped on the soapbox about Wrexham's Eagles Meadow shopping development - and how she expects it to be a lure for the town's 'sausage roll brigade'.

It is the only place I know where people shout across the street and swear openly and walk five abreast. The young mums all appear to be paid up members of the 'sausage roll brigade'. Will the [Eagles Meadow Spanish] steps at the new development be able to sustain the joint weight of these children weaned on saturated fats and puff pastry?

By the way, it's not the first time eating in the street has got contributors going [Who ate all the pies?]
