Tonight we were talking about the UN decision that Serbia wasn't responsible for the genocide that happened in the Bosnian war. We're also asking if Africa should take more responsibility for the situation in Somalia.

Ros has just spoken to one of the guests on the Somalian story, Joseph. He's in Kenya and believes that his country is doing it's fair share to help with the stability of Somalia.

If it is illegal in the International Court in the Hague to incite genocide or violence against a state, then why has the Iranian Supreme Leader and the Prime Minister, among all the others who have called for the destruction of the U.S. or Isreal or Jews or Non-Muslims, not been tried and found guilty? Why does the international people seem not to care about threats against the U.S.A. by Iran and others, but only care whenthe U.S.A. threatens other countries (which is bad too)? What do non-Americans think the U.S. should do if someone attacks the U.S. with WMDs? If New York gets hit by a dirty nuke, which could be linked to any country, would the international scene accept a U.S. nuke retaliation and say, vaporize Iran or North Korea?

To make a country in its entirety liable for billions of dollars in fines or other levies would be to put the country in the same situation as Germany was post WWI and would foster hardships and resentment. This resentment would lead to hatred, and not reconciliation. Leaders are one thing and the entire country is quite another.

A very good question and on the surface the answer was at the time a very clear YEs of course they were Serbia actively encouraged ethnic cleansing and
genocide in Bosnia. There is however a rather big BUT to attach to this situation,
Serbia had been more or less ordered to let go of other provinces in former Yugoslavia on the grounds that the local ethnic populations was not mainly
Serbian but also told that Bosnia could not be divided. This seems a somewhat
illogical attitude as there were areas of Bosnia that were mainly Serbian so why not apply the same principles there as had already been applied elsewhere.

The Germans have been repentant for 60 years. The Serbs put on a hurt look, and blame the world of injustice. It's a shame.

Salih has called the show and says that he has seen his friends die and nearly died himself. He thinks this ruling is a joke. And in response to claims that there were atrocities on both sides he says all he knows is that he was in hiding and now has to live in in another city for fear for his life.

My question: Is there a way to prevent genocide via consitituion?
Powerful authoratarions always seem to be able to instigate it and whether they are directly responsible or not, they are instrumental in setting up the circumstances that allow people to behave in these genocidal ways. Revenge goes on forever. How do we stop this and foster forgiveness?

There is no gold, cocoa or cheap oil in Somalia so no Western nation has or will step there.

Ambassador Mohamed Ali Foum, the African Union's Special Representative to Somalia was also on the show. He didn't want to speak to callers directly but he did answer points that they made to Ros. Many didn't want to AU in Somalia, but he said that the African Union would be sending troops when they get the all clear.

It's James here, chained to the desk, last in the office, charged with the task of making sure that all the texts and emails we receive make it here on the blog. Before I post the final lot, perhaps I can answer this question from and anonymous, and it seems luckless, texter ...

I always listen to world have your say and each day l have something to say. However l've never head my texts read. Just how do you choose what to read?

I was in the studio tonight with Ros, reading out the texts, and we tried to get as many of those that came in on air as we could. There was a huge amount coming in, so it wasn't possible to do all of them. When they're coming in that fast I tend to go for the ones that need least editing (some texts require a fair bit of untangling), and also ones that express an interesting view, move the debate forward, or respond to something raised on air. That's if everything's under control - sometimes when it isn't i'll read whatever I can get my hands on first. But to our anonymous texter, as you'll see, we do post everything to the blog, and please keep texting, i'm sure we'll get you on air soon.

Apart from chasing individuals this court is just a do gooder joke. It has no worthwhile clout....it is powerless to call nations to account. No wonder Somalia was better under the islamic courts union. But with the present mess we need the AU in Somalia.....
