The shape of Iraq's political future

There's an interesting piece in today's by the National Security Adviser to the Iraqi government, Mowaffak al-Rubaie, in which he outlines a quasi-federal future for the country. There's a lot of talk around these days about devolving power away from the unimpressive bunch of politicians in Baghdad ... this is a useful contribution to the debate.
