Complaint

A viewer complained about two reports on issues related to the planned expansion of London鈥檚 Ultra Low Emission Zone (ULEZ).聽 He considered the reporter in the item broadcast on 18 May had shown bias through an aggressive attitude towards an interviewee with reservations about the extension of ULEZ, by failing to mention that many sources 鈥渟tated clearly that expansion would not produce any improvement in the health of Londoners鈥 and by failing to challenge a claim by another interviewee that the extension of ULEZ would definitely produce health benefits.聽 In the item broadcast on 13 June, he considered a statement by the Mayor of London to the effect that road maintenance in London was financed by fare-paying users of Transport for London services was inaccurate and should have been challenged by the reporter.聽 The ECU considered the complaint in the light of the 大象传媒鈥檚 editorial standards of impartiality and accuracy.


Outcome

In the 18 May item the ECU found no basis for the suggestion that an interviewee had been interviewed aggressively and considered that other interviewees had expressed a sufficient range of views on the health impact of ULEZ extension to satisfy the requirements on impartiality.聽 In relation to the 13 June item the ECU acknowledged that the Mayor鈥檚 statement gave a somewhat simplified account of a complex situation, but did not consider it materially misleading in the context of the report.
