I say snow settles, he says snow pitches - is it because of the places we were brought up?
I say 'Don't like the bloomin snow' but it lies around here

I meant the Bristol area
Tbf there are a lot of regional variations for terms.A very cold around our way can be described as 'nithering'.
I'd say that narrows him down to the SW,probably Bristol area.
It is an expression I'd not heard before moving there.
I say settles or sticks,I'm from Yorkshire.
