Help playing audio/video ManifestoI would like to introduce myself to you. My name is Adrian Walsh, I am 43 and work as an analyst for a local Jersey registered company. I have two children, a daughter aged seven named Kira and a son aged two and a half named Corbin. I have been in the Island virtually all of my adult life and have had a keen interest in politics and also a profound urge to change our political system for the better. I am standing here today because I am disenchanted with the abilities of our current States members to look after the electorate, the electorate without property investments and a huge bank balance. I stand because I worry about the future for our children, their chances of employment, ability to own a property, and quality of life. Our voice is not heard in the States as was shown with the near 20,000 residents who petitioned against the introduction of GST, I want to champion the people of Jersey and be an effective voice within the States. In the last elections I saw manifestos from many of the candidates which were nothing more than a list of wishes or duplications of the questions that you the general public were wanted to hear. My manifesto will include answers to those questions, they may not be the correct answer yet, but I fully believe that it is necessary to prove that a candidate is able to put something on the table, to show that they can think and plan ahead and to show a conviction to making Jersey government accountable and to understanding the needs of its electorate. But what can I offer the States as a politician? Being a business analyst and an IT professional I have extensive experience in thinking outside of the box. Looking at old ideas with new viewpoints and being able to offer new solutions which may be a better and more viable alternative to those already suggested. I would love to be able to use this skill to look at the full proposition to the proposed incinerator. Also in my position as an analyst, I need to be able to take apart financial reports and legal documents to be able to spot the weaknesses or incorrectly reported structures. An ability that I believe is sadly missing in many of our States members. I would like to see full GAAP Accounting and GAAS auditing within the States. GAAP and GAAS are essentially approved accounting practices which reduce the chance to cook the books and require that all financial information is shown. It鈥檚 not perfect as it still has some risks to creative accounting but it is a great step forward in allowing the general public to see where our money is being spent and what it is being spent on. The current accounting practice employed by the States should not only be replaced but outlawed as it has the potential to hide fraudulent activity. GAAP and GAAS with help to restore a little confidence in the States and the way that it is run, and will enable politicians to be able to identify properly areas where we can eliminate waste duplication and unnecessary spending without affecting the services we receive. I have an idea to create a property purchase scheme for our younger generation to enter the property ladder. Although different, I believe that when it is discussed in full and any addressed issue ironed out it will become a viable proposition which I hope will be taken up by the States.
