Media and communication in development: an independent evaluation

How do donor organisations, think tanks, practitioners, academics and other stakeholders use research and policy information about the role of media and communication in development? What do they find most useful, and what is missing from current research?

´óÏó´«Ã½ Media Action commissioned the Centre for Global Communication Studies at the Annenberg School for Communication to explore these questions in this report.

Overview: The report summarises and analyses results of a quantitative survey and in-depth interviews with 57 stakeholders in the field of international development. It provides an overview of stakeholder attitudes towards existing research and policy analysis on media and communication in development, how stakeholders use that work, and where they see gaps to be filled. 

Conclusions include:

  • Stakeholders want research tailored to their field, including clear and replicable recommendations.
  • Of the three thematic areas covered in the report – governance, health, humanitarian response and resilience – donors in the health field were most likely both to be familiar with and utilise research on media and communications in their policy-making and funding decisions.
  • There was significant interest in the use of information and communication technology (ICTs) in development, particularly in providing early warning around disasters and in disaster relief.
  • Stakeholders called for more impact evaluation as well as funding to make that possible.
