Flats and businesses were evacuated and a bomb disposal team called in after a police raid.
Merseyside Police said a cordon was in place on Ellis Place, in Liverpool.
A spokesman said: "A warrant was carried out by Merseyside Police at the flat and a subsequent search found a substance which requires further examination.
"Explosive Ordnance Disposal (EOD) have been called to assist with its safe disposal."
Motorists and pedestrians are advised to avoid the area while the incident is ongoing.
