A 19-year-old and a 21-year-old, both from Ellesmere Port, are being questioned in custody.
Cheshire Police said Mr Velasquez's family had been informed and his relatives were being supported by specialist officers.
Ch Supt Jon Betts said: 鈥淲e would like to reassure the local community that this is believed to be an isolated incident.
鈥淚 understand the concern that this is likely to cause, but we would like to assure residents that this type of incident is incredibly rare in Cheshire."
Extra patrols will be in the area of Summertrees Road to provide reassurance and anyone with information is urged to come forward, he added.
