A man and a boy have died and two girls were seriously injured in a single-vehicle collision on Saturday night, Staffordshire Police said.
The 18-year-old driver and front-seat passenger, 17, were pronounced dead at the scene on Cannock Road in Penkridge.
The force said two female passengers, both 17, were taken to hospital.
Sgt Richard Moors, from the Staffordshire and West Midlands Collision Investigation Unit (CIU), described the incident as "tragic".
Police were called by West Midlands Ambulance Service just before midnight and arrived at the accident, involving a Ford Ka, shortly afterwards.
"Our thoughts are with the families and loved ones of the young people who have tragically lost their lives and those who have suffered injuries," Mr Moors said.
He added specialist officers were supporting the young people's families.
"We ask that their privacy is respected. A full and detailed investigation is now under way to establish the cause of the collision," he said.
