Plans for community centre rejected a second time

Plans to convert a former MOT garage into a community centre have been rejected for a second time over concerns there would be a lack of parking.
The application to develop the empty building on Sams Lane, West Bromwich, was first refused by Sandwell Council last year.
Latest proposals included one parking space for pick-ups and drop-offs, with other visitors having to park in nearby streets or walk to the centre.
A meeting room, a stage and space for 70 seats was included in the plan.
