The attack happened in Henry Street, in the Southbank area, on Saturday at about 15:30 BST, Cleveland Police said.
A 36-year-old man had injuries to his head, mouth, fingers and legs, while a second man, 31, had puncture wounds consistent with dog bites.
Two men aged 30 and 54 were arrested on suspicion of grievous bodily harm, and two dogs were seized from a property.
The injured men were taken to James Cook University Hospital for treatment. Their injuries are not believed to be life-threatening.
Witnesses, or anyone with information is being asked to contact police.
