Hello from Liverpool, where Labour are holding their annual conference.

So far it's been dominated by one policy announcement - Ed Miliband's suggestion that a future Labour government could cap tuition fees at English universities at 拢6,000 a year, instead of the 拢9,000 maximum colleges will be able to charge from next year.

What does it mean for Wales? I've been speaking to the Welsh Labour leader and First Minister Carwyn Jones.
