Police in Toronto have charged a man with murder who they say intentionally struck three people with a vehicle, including a woman who was killed.

Authorities say Ciro Garofano, 79, knew the victims, but they did not specify further details.

Two people were injured in the incident on Wednesday afternoon that occurred in the city's north-east end, in an area surrounded by apartment complexes.

Police have not provided any motive.

It was not immediately known whether the suspect has an attorney who could speak on his behalf.

In a news conference late Wednesday, police said the suspect was arrested at the scene of the incident.

"We have learned that this was an intentional act on the part of the arrested party," said Det-Sgt Brandon Price with the Toronto Police Service.

"We also have received information that the parties involved are known to each other. So there is no further or ongoing risk to the public," he said.

The incident happened at about 12:40 EST (17:50 GMT) in a car park near Victoria Park Avenue and Cassandra Boulevard.

There were three victims in the attack, police said. Two of the victims - a man and an elderly woman - were treated in hospital with non-life threatening injuries.

The third victim, a woman in her 60s, died in hospital.

Rudy Watchel, who lives in one of the nearby apartment buildings, said he ran outside after he heard the incident and found two other residents lying on the ground. "I heard screaming, somebody screaming 'help, help, help,'" he told .

Mr Watchel said the suspect would complain about everybody in the building.
