Should a dog be allowed to run free of a lead? The issue arose after the Court of Appeal ruled that there was nothing inherently negligent in letting a Great Dane off the lead in a quiet park - even though it knocked down a pedestrian.

RUNNING FREE
A dog running free in a local park attacked a local runner, according to Noel McMonagle of City of Derry Athletic Club. And he says even a mild-mannered dog could cause broken bones if it strikes a runner.

RESPONSIBILITY
Derry City Council says: "The Dog (NI) Order 1983 as amended requires dogs to be kept under control using a lead in certain circumstances, such as when walking a dog in a field with livestock or while in a pedestrianised area. It is the responsibility of dog owners / carers to ensure that a dog is always kept under control when being exercised in a public park, requiring an unleaded dog to be well trained and obedient at all times. Where appropriate, signage within Council park facilities are on display outlining expected behaviour."
