Labour Government faces a major test with its handling of a restless
public sector demanding pay increases and showing a readiness to
strike.

rumblings of discontent have even raised the spectre of 1979's infamous
"winter of discontent" when strike action brought down
the last Labour Government.

what course should New Labour steer and how should it manage its
relations with the union movement?
