Neighbour of the year, Silla 'Supergran' Carron, takes up the challenge of cleaning up Plymouth's notoriously troublesome Wolseley Road estate. She visits the flats to find out what living there is really like, and discovers evidence of drug use, antisocial behaviour and prolific graffiti. Confronting the council with what she has found, she attempts to unite the estate's disillusioned residents.
