In 2004, the government responded to concerns about so-called 'health tourists' travelling to the UK for free medical treatment, by introducing tough new rules. The Donal MacIntyre programme reveals how hospitals are ignoring this advice and are giving free treatment to foreign nationals who should be paying thousands of pounds for their care.
