Do we need tougher laws on dangerous dogs?

Union leaders say police don't take dog attacks on postal delivery workers seriously enough. It follows the case of postman Keith Davies who suffered severe arm injuries when he was savaged by two rottweilers. They're backing Alex Neil MSP who's proposing a new law which would allow courts to impose "dog orders" for dangerous pets. This would ensure all dogs who pose a danger are micro-chipped and kept under strict conditions.
