It is not just what is built that brings a visit from the planners; permission also has to be granted when the use of land or buildings is changed.
In Essex, Enforcement Officer Brian Taplin is seriously concerned about cars left by passengers flying out of Stansted Airport which are turning up on agricultural land. Paying for a meet and greet parking service at the airport doesn't guarantee the car's security and there are big profits to be made by those operating these illegal car parks - and big fines waiting for them if Brian can track them down.
