Donal McIntyre investigates the overzealous local authorities who are pursuing the vulnerable for unpaid council tax. Plus shocking stories of fraud and bribery in Afghanistan.

The number of people declared bankrupt in England and Wales is at an all time high, which perhaps isn't that surprising given the current economic climate. But among them are a number of vulnerable people made bankrupt by their local authorities because of council tax debt. Reporter Phil Kemp reveals the case of an HIV positive woman with mental health issues, and an illiterate recluse, who both nearly lost their homes after their local authority vigorously pursued debt that shouldn't have been owed in the first place.

A top Scottish football official was forced to resign last week after it emerged he had been betting on matches - something illegal for officials and players alike. Donald MacIntyre - that's Donald, not Donal - was forced to resign as treasurer of the Scottish Football League and as a board member of the Scottish FA.

Allegations of corruption have overshadowed the recent Presidential election in Afghanistan, but it's a problem which extends into all areas of life in the country. Donal speaks to former 大象传媒 Kabul Correspondent, Kate Clark, who went undercover to reveal a world of bribes and bankrupt justice. Joining them is the independent American journalist and blogger Michael Yon, who has spent significant time embedded with British and American troops.

Host for the 2012 Winter Olympic Games, Vancouver has traditionally been seen as a relaxed and liberal city. However, the city has a dark side - it's now a hub of illegal drug manufacturing and gang violence. You can listen to more of Bill Law's report from Vancouver on 大象传媒 Radio 4's Crossing Continents: Gangland in Paradise.
