Are people with disabilities being denied justice?

A summit is taking place in Edinburgh this morning looking at the problems the justice system poses for people with disabilities. In our investigation, Ken Macdonald examines the particular problems faced by those with learning disabilities. While less than two per cent of the general population has a learning disability, around eight per cent of the prison population does. Is this because they're being let down by the police and by the courts? Are some people so disabled they'll never get justice?
