Should Catholic children get priority in Catholic schools?

Plans to restrict the catchment area of one of Scotland's most successful Catholic high schools has angered parents. The Bishop of Paisley says the solution is to give Catholic pupils priority access to St Ninian's in Giffnock. Is this fair? Or should schools funded by the taxpayer be open to everyone, regardless of religious background?
