The Government says families will be hundreds of pounds a year better off because it's scrapping plans to re-evaluate council tax in England. Steve Freer, chief executive of the Chartered Institute of Public Finance and Accountancy, says it's a missed opportunity to bring fairness back to a system that's nearly 20 years old.
