Victoria looks at the serious case review into the life and death of teenager Cerise Fletchman from Manchester, who spent the last months of her life in and out of care and a foster home. She talks to Cerise's father, Clarence, who feels social services and the police let her down - but could he have done anything to prevent her death in a car crash?
Victoria also asks: should people who commit benefit fraud three times be punished by having all their benefits taken away from them for three years?
