Are car clampers the scourge of the motorist or simply doing a useful job controlling parking? As Parliament considers a change to the law, we expose one clamper who is making the most of the current rules - towing vehicles away in minutes and charging owners more than 600 pounds to get the car back.

And Chris takes a tour of the north to see how some local authorities are taking radical action to tackle litter louts. Can we afford to pay council workers to pick up what we throw away? Should we tackle the problem head-on and hand out on-the-spot fines? In Middlesbrough, Chris takes matters into his own hands by confronting those who litter our streets.
