Should the UK aid to Pakistan be cut because rich Pakistanis won't pay tax?

MP's here say Pakistan needs to do more to collect tax from it's people - especially rich people. Instead the British taxpayer helps fund aid projects in Pakistan. In fact it's the UK's biggest recipient of foreign aid - no other country gets more money from us.
