Should everyone be expected to donate their organs?

The Welsh Assembly has passed a law that says your organs will be used for donations after death unless you make it clear in advance your don't want them to. What do you think about this? Asians need more donations than other races but actually donate far fewer organs than the general population. Is presumed consent the answer?
