Today's running order

It's the start of a new academic year and for thousands of students it's likely to be their first taste of living away from home, and cooking for themselves.听 So how will they manage?听 Students at the University of Warwick will have no excuse for not eating well.听 Every fresher has been given a copy of a specially-produced cookbook, called Simple Scoff.听 It's an entirely new edition of one first published in 1972, and comparing the two tells us a lot about how much food culture in Britain has changed in the past 43 years.

Nick Higham is the 大象传媒鈥檚 correspondent.

The European Court of Justice will make a preliminary ruling today on whether or not Britain's 'right to reside' test, which EU migrants must pass before they can claim some benefits, is legal. The European Commission says the test is discriminatory because UK citizens have to pass no such test in order to claim the same benefits. Winning the right to discriminate between British and EU citizens for in-work benefits is a major plank of Britain鈥檚 reform agenda, and so the ruling will be 鈥渁bsolutely central鈥 to the fate of the renegotiation, experts have said.

Daniel Hannan is Conservative MEP for South East England.

Phoebe Griffith is associate director of Migration, Integration and Communities at the Institute for Public Policy Research.

The small village of Great Heck near Goole in East Yorkshire is plagued by bad smells coming from a huge pile of rubbish left behind by Wagstaff Total Waste Management Limited; a waste management company that went into liquidation. Fed up with a lack of response, residents organised a protest over the weekend and asked the local MP Nigel Adams to take up the issue with the government. They say that the bill to clean up the site is 拢1 million and without the government help, it could take months.

Laura Watkinson is a resident of Great Heck village and founder of Heckled Villages, a Facebook campaign to raise awareness about the problem. 听

It鈥檚 been researched by the Economist Intelligence Unit and the ranking is based on things like affordability, quality of care and community engagement.

Annie Pannelay is from the Economist Intelligence Unit.

The police officer killed by a stolen car yesterday didn't stand a chance, according to the chief constable of Merseyside Police. PC David Phillips, 34, was hit by a pick-up vehicle that mounted a central reservation in Wallasey, Merseyside. The married father-of-two had been trying to stop the vehicle, which was taken from an estate agents in Birkenhead.

Christine Foulton founded the charity Care of Police Survivors after her husband was murdered while on duty in 1994.

For many Tories their election victory, 听and Jeremy Corbyn's leadership of the Labour party, has presented them with a chance to re-shape Britain and carry out sweeping changes to public services, unhindered by the Opposition or the restraints of Coalition. Many at the party conference in Manchester are urging David Cameron to be bold. But how radical will this Government be?

When it comes to leadership, the lessons from sport can be applied in many other areas of life. And in sport, who's done better in recent times than Sir Alex Ferguson? Very few. During twenty six years as the manager of Manchester United he won every domestic trophy and many more besides, including winning manager of the season more times than any other.

Nick Robinson is the 大象传媒's former Political Editor and soon to be Today programme presenter.

Baroness Ilora Finlay is Chair of the National Council for Palliative Care and also an independent cross-bench member of the House of Lords.

David Cameron called the election result in May 'the sweetest victory of all' - his parliamentary majority allowing him to deliver the Conservative manifesto in full; but the clock is ticking. Those assembled at the conference in Manchester know he doesn't have many more conferences as leader, possibly only three if his successor is to be given a decent run up to the election in 2020. By then we could have left the European Union, the out campaigns are gathering pace and British planes could soon be bombing Islamic state targets in Syria.

David Cameron is the Prime Minister of Great Britain.

The 大象传媒鈥檚 Panorama programme has been speaking to American whistle blower Edward Snowden in his first UK broadcast interview. He's a deeply controversial figure, a hero to privacy campaigners, but to security agencies a man who betrayed his colleagues and made it easier for terrorists to evade capture, by revealing how much governments know, and how they collect data.

Peter Taylor is a reporter for 大象传媒鈥檚 Panorama programme and interviewed Snowden.

0845

Who should succeed David Cameron as Conservative leader? That question's acquired a new urgency since Cameron said before the election that he wouldn't seek a third term. George Osborne may be the frontrunner but there are numerous ministers and former ministers thinking of standing. We decided to put some of the names into a hat and ask delegates at the Conservative Party conference to pick one, and say what they made of their choice.

0850

The leader's speech at this Conservative Party conference will come tomorrow, David Cameron's chance to set out to the faithful how he intends to use his majority. Is he going to go further than what was in his election manifesto and take the chance of re-shaping the state as Margaret Thatcher did? Or does the politics of the centre ground mean less ambitious agenda?

Mary Ann Sieghart is a political commentator.

Lord Bell advised Margaret Thatcher through three successful election campaigns.
