One of Britain's most senior judges Sir James Munby has said 鈥渢he state will have blood on its hands鈥 if a suicidal 17-year-old girl girl is released from custody, without being supervised properly.聽 Sir Munby said the situation was "utterly shaming". One of the world's tallest residential buildings, the Torch tower in Dubai, has been engulfed in flames for the second time in two years. Officials in Dubai say the Torch building has been evacuated successfully and firefighters are working to bring the blaze under control.
