Meanwhile, at Galley La Headquarters, Lucci starts explaining things to the flabbergasted Iceburg. He first tells him that CP9 is a secret division of the intelligence agency whose agents are allowed to kill anybody who is uncooperative with the World Government. They have been undercover for the past 5 years in order to obtain the blueprints of Pluton, the ancient warship, which the Government plans to use to eradicate pirates. Lucci also explains their theory on the whereabouts of the real blueprints. He speculates, correctly, that Iceburg has already given them to someone else, and that someone else is Iceburg鈥檚 master鈥檚 other apprentice, Cutty Flam, who was once thought to be dead but is actually still alive and lives in Water 7 under the name Franky. Then Luffy and Paulie, who managed to free themselves in the other room, and Zolo, Nami, and Chopper crash into the room, all at the same time. They see the situation in there and become utterly confused.
