The members of CP9 show up at Franky鈥檚 warehouse to look for the blueprints for Pluton, the ancient warship. They find the old drawing room behind a wall where Franky used to work with his master, Tom. Twelve years ago, Tom was sentenced to death by the World Government for building Gold Roger鈥檚 ship. However, during the trial, he reveals his plan of building the Sea Train, which will enable the islanders to travel across the sea at their leisure. Since it will also stimulate trade among the islands and revive the dying Water 7, the Government suspends his sentence until its completion. When the Sea Train is finally built, some islanders are skeptical about it at first, but they become filled with hope when they see it actually travel across the ocean.
