During the attack on Enies Lobby, a Navy vice admiral reveals Lucci's past. Fifteen years ago, there was a kingdom that was attacked by pirates, and 500 soldiers were taken as hostage. Rob Lucci, although he was still 13 at the time, was sent to the kingdom from the World Government. He infiltrated the pirates, but instead of saving the hostages, he killed them all. His reasoning was that the soldiers were guilty of being too weak to protect their kingdom from the pirates, thus not worth being alive. He then killed the pirate captain and settled the case all by himself at a mere age of 13. In the ongoing Buster Call, another vice admiral, confident that a man like Lucci will not die even when fired upon, orders a fusillade on the battleship on which he and Luffy are fighting despite the fact that many of his own men are also onboard.
