Every day, she descends from the palace to try to convince the citizens to live in harmony with the humans. Meanwhile, Jinbe joins the royal army and Arlong forms the Arlong Pirates. They are both from Fishman District, formerly a foster home for children that turned into a lawless territory. Its leader, Fisher Tiger, returns from a trip and informs Neptune and Otohime that he is going to free the slaves in Mariejois. After he does so, he puts together the Sun Pirates, which include Jinbe, Arlong, Hachi, and the other notable fishmen.
