After a week that feels like an eternity, she comes back with a signed letter that says the World Nobles will agree to the petition by Fishman Island as long as there are enough signatures. The citizens of Fishman Island are still suspicious of humans but agree to sign the form, and Otohime is elated. Later, she tells her sons that Shirahoshi is the legendary mermaid that can control Sea Kings and makes them promise that they will always protect her. Then one day in the town square, the petition forms suddenly catch on fire, and Otohime is shot down. In her dying breath, she tells her sons not to be consumed by rage and hatred because of her death. Shirahoshi starts to bawl, and the earth starts to tremble. But her brothers placate her, and they make a final pinky promise with Otohime before she draws her last breath.
