The UK has long been keen on attracting overseas students - they are seen as bringing large benefits to the host country - but the system has been widely abused in the past.
The UK government believes that its new visa system - introduced only last year - is the answer.
The system is designed to select only genuine students - the brightest and the best.
But those dealing with the new arrivals on the streets of London, say the reality is very different.
