Back in 2004 Dr Ian Gibson, Labour MP for Norwich North, led the rebellion in the House of Commons against the introduction of top-up fees. His fellow Norwich MP, Charles Clarke, the then Education Secretary, pushed through the legislation by only five votes. Dr Gibson, who is no longer an MP, believes that the proposed lifting of the cap on fees in Lord Browne's review, published this week, was inevitable.
