Hertfordshire has spent more than any other council on 'bed blocking' - where patients who are ready to leave hospital are forced to wait until they can receive care at home.
Over 拢1.9m has been spent in Hertfordshire on what's known as 'bed blocking' over the last three years.
The council pays a fine when patients who are ready to leave hospital are forced to wait until they can receive care at home.
However, Hertfordshire County Council says it's not an accurate comparison as its population and hospital numbers are far greater than many other parts of the country.
