The Local Government Association have issued a warning to the three main party leaders today, saying that unless they act now on reforming elderly care, it could force them to divert money from libraries and other discretionary services.
The publication of a white paper on how to reform elderly services has been pushed back with the resulting effect that councils have been left in limbo with what's going to be expected of them financially.
Now the LGA, which represents almost 400 councils in England and Wales, says a continued delay could force councils to rechannel money away from so-called "discretionary" services such as parks and libraries to "plug the gap".
