Owners of dangerous dogs will face tougher punishment under new guidelines issued today.

The Sentencing Council for England and Wales says in the most serious cases, anyone who allows a dog to be dangerously out of control and to injure someone would face up to eighteen months in jail.

But isn't there a cheaper and simpler option to the problem of dangerous dogs, that doesn't involve the expense of hauling people through the courts and sending them to prison?
