Persistence of poverty 1900-1939

Seebohm Rowntree鈥檚 report shocked the country and prompted the first serious social measures to deal with poverty, called the Liberal Reforms. They provided school meals and medical checks for children, a pension for those over 70, and sickness and unemployment pay for the working man. But ironically, the First World War did more for poverty than any government legislation. The huge demand for man power and supplies wiped out unemployment, raised wages and bettered living standards.
