Local councils are responsible for schools, parks, roads, culture and leisure services, council housing, social work, council tax and benefits and emergency services. Local government has very different responsibilities to other forms of government. The Scottish Parliament deals with Scottish issues such as education policy, Westminster looks after UK issues such as defence and the European Parliament is concerned with European-wide issues such as the environment.
