In Southwark, as in all Cathedrals, Morning Prayer and Eucharist are anchors in the day. As the Dean of Southwark celebrates Mass with just two others, he is aware of life continuing all around him - of commuter trains delivering thousands to neighbouring London Bridge Station, of Borough Market starting for the day. Rather than feeling his empty Cathedral is an indication of failure however, he sees it as a statement of faithfulness; for the Dean, the work of God is about quality, not quantity.
