Saggy pants could land a $25 fine in Pikeville Tennessee
Men who wear their trousers so low that their underwear's on display, are to be fined for public indecency in the US city of Pikeville in Tennessee. That's because the local council's passing a new law which states that the top of a pair of trousers should not be more than "three inches below the top of the hips".
